he is really just an undercover agent who has to do the occasional bad thing or his cover is blown, but, think about it, what does Itachi do thats truely evil? he avoided killing any innocents, from his younger brother, to Kakashi.

to be fair Kisame isn't nearly as evil as he's portrayed either... frankly the guys he killed in the mist all needed killed anyways, 5/7 swordsmen were plain evil, but thats to be expected since when he went rogue, 5/7 were from the "blood mist" wheras he and 1 other came along after the blood mist era.

to Itachi, its too much of a hassle, and to Kisame, its no fun when they stop fighting back... at least, thats how they sell their "evil" persona to the other criminals...
